Create Top Tier Pages
Create the page
on your website or navigate to the page if it has already been created.
Decide on what you want the end of the URL to be. Be sure to use this text (no spaces) in the address field when creating this new page.
When creating the page, ensure that the Visibility is set to 'normal' and that the Site Navigation and Sitemap options are deselected.
Once the page is created, click on Navigation -> Move page to...
This will bring up the "Move Page" screen
Click on the drop-down menu and select "Top Tier Pages"
Click update to confirm the move.
Publish page
if it hasn't already been published.
